The thirteenth World Cup was moved to Mexico after the original hosts, Colombia, found that they were unable to meet the costs of staging it. Mexico became the first country to host the tournament twice. The format changed again to a straight knock-out competition after the first group phase. There were fourteen teams from Europe, four from South America, and two each from Africa, Asia and North America.
