The seventeenth World Cup retained the new 32-team format and involved 15 teams from Europe, 5 each from South America and Africa, 4 from Asia and 3 from North & Central America. The champions, France, were shocked by Senegal in the first game and crashed out without scoring a goal. There was outrage in Spain and Italy over contrversial refereeing decisions and Brazil won a record fifth title.
